RLSS defines and enforces the structural framework within which DesertGuard™ operates, ensuring the program remains intentionally narrow in scope, documentation-first in function, and observation-only in execution.
RLSS does not provide property management, maintenance, repair, security, monitoring, or execution services. Its role is not to act on observed conditions, coordinate responses, or manage outcomes, but to preserve a clear and defensible separation between documentation activities and operational responsibility.
