Engagement & Intake Governance Policy

Purpose

This policy defines how DesertGuard™ engagements are initiated, screened, and issued, and exists to preserve scope discipline, prevent implied duties, and ensure that all services operate within a narrow, observation-only framework.

This policy also exists to enforce duty limitation, liability containment, operational control, and documentation integrity in accordance with the DesertGuard™ Master Governance Framework and Document Control Hierarchy.

Policy Statement

All DesertGuard™ engagements are assessment-gated and discretionary.

No service relationship exists unless and until a DesertGuard™ Service Agreement is issued, executed by the Client, and payment is received, in accordance with its terms.

Completion of an assessment, inquiry, referral, or communication does not create an engagement, obligation, entitlement, or reliance right for either party.

Assessment, intake, or pre-engagement communications do not constitute professional evaluation, risk assessment, site review, advisory input, or service performance of any kind.

No representation, statement, or communication made during intake may expand service scope, create operational duties, or modify the controlling Service Agreement.

Scope

This policy applies to:

  • All prospective DesertGuard™ applicants
  • All inquiries, referrals, introductions, or submissions
  • All personnel involved in intake, internal review, routing, or Service Agreement issuance


This policy governs DesertGuard™ services operated by Rauch Life Safety & Security in all approved service regions.

All personnel participating in intake or engagement screening operate solely in an administrative capacity and may not provide advisory, evaluative, or discretionary field-related determinations.

Governance Rules

  • All prospective engagements begin with the DesertGuard™ Assessment & Gate Intake
  • DesertGuard™ retains sole discretion to issue or decline a Service Agreement
  • No field activity, site observation, or documentation occurs prior to Service Agreement execution and receipt of payment
  • Submissions not aligned with operating scope or capacity may result in no response or other discretionary non-issuance
  • Declined or non-issued engagements generate no service records and no ongoing obligations
  • No interim actions, informal assistance, advisory input, or exceptions may be provided outside an executed Service Agreement


No intake personnel, observer, or administrative representative has authority to waive, modify, or bypass engagement formation requirements.

DesertGuard™ retains sole authority to determine access feasibility, safety thresholds, and operational suitability prior to Service Agreement issuance.

Non-issuance or discretionary decline does not require explanation, justification, or follow-up communication.

Exclusions

DesertGuard™ does not accept engagements that require or imply:

  • Property management or owner representation
  • Maintenance, repair, remediation, or execution services
  • Vendor coordination, supervision, selection, or approval
  • Emergency response, monitoring, or time-critical intervention
  • Evaluation, diagnosis, or assessment of property condition beyond observation-only documentation
  • Assumption of site safety responsibility prior to or during engagement formation
  • Any activity requiring discretionary professional judgment, technical inspection, or risk determination
